Colombo is now full of unauthorized housing units and business premises without the approval of the Urban Development Authority or the Colombo Municipal Council.
The Island observed many such premises along a housing complex bordering Bloemendhal Road Kotahena during the last few weeks.
These ad hoc constructions block roads, drains cause obstruction to the movement of pedestrians and vehicles that pass the roads on either side of the flats.
Heaps of garbage and building materials are also are piled across the roads causing health hazards to the residents of the area. Some of the unauthorized constructions are done even during daytime but no official authority visit those sites. People say some with the support of political powers are behind these illegal activities.
According to the ten year plan of the government under the Mahinda Chinthana 50 percent of the population in the Colombo city live in poor underserved settlements without access to basic services.
The government hopes to build 65,000 housing units for those living in unauthorized and temporary dwellings, under the capital cost sharing mechanism among users, promoting domestic capital for low income housing cross-subsidy and grants for housing for the urban poor according to its ten year plan.
