PAFFREL is an umbrella organization which enjoys the unique distinction of having been the first ever citizen-based Election watch in Sri Lanka. It was formed by a group of NGOs in 1987 to monitor the Presidential Election of December 1988. Since then it has monitored all the major elections held in the country. These were, the Parliamentary General Election of February 1989, the Provincial Council Election of June 1993, the Parliamentary Election of August 1994, the Presidential Election of November 1994, the Local Government Election of March 1997, Jaffna Local Government Election of January 1998, the Wayamba Provincial Election of January 1999, the five Provincial Council Elections of April 1999, the Southern Provincial Election of August 1999, the Presidential Election of December 1999, the Parliamentary General Election of October 2000, Parliamentary General Election of December 2001 and the Local Government Elections of 2002-2003.
