SriLankan permanent representative in Geneva Tamara Gunanayagam appointed has the head of the SriLankan representatives at Human Rights Council session in Geneva.
It was revealed Tamara Gunanayagam will monitor all the activities of SriLanka at the UNHRC session till 23rd of March.
By appointing Tamil representative Tamara Gunanayagam government hopes to create good name on SriLanka at the international community.

The move to raise alleged war crimes and human rights violations by the armed forces during the final war against LTTE terrorists, a gambit put in motion by the US, UK and few other European governments against Sri Lanka, is being getting rejected by a majority of member nations of the UN Human Rights Council currently in sessions at Geneva, diplomatic sources in Colombo say.
The US Assistant Secretary Mario Otero was given a blunt rebuff by the People`s Republic of China on Friday when the chairperson of the sessions was asked how Otero came to be addressing the sessions when the agenda did not include an address by her.

MOSCOW Russian voters overwhelmingly granted Vladimir V. Putin a six-year term as president on Sunday, a long-predicted outcome that set the stage for a far more suspenseful post-election confrontation between Mr. Putin and opposition groups.
We have won, Mr. Putin declared to a huge throng of supporters right outside the Kremlin walls, a tear running down his cheek. We have gained a clean victory! He added, We won! Glory to Russia.
Mr. Putin has been Russia`s pre-eminent leader for 12 years, having served two terms as president from 2000 to 2008 before his current term as prime minister. But the opposition groups` calls for more protests, starting with a rally on Monday night in Pushkin Square in central Moscow, threaten to undercut his promise of stability.

Sumanthiran, Sritharan contradict reasoning Geneva absentia

In a meeting held by the Tamil National Alliance (TNA) in Jaffna on Monday, explaining to the public why the TNA opted out canvassing in Geneva, TNA`s Vanni parliamentarian Sritharan and nominated parliamentarian Sumanthiran came out with contrasting reasons. As the TNA has publicly rejected the LLRC recommendations, is there any point in going to Geneva where the resolution is harping on implementation of the recommendations won`t it be strengthening the resolution, asked Sritharan. But, Sumanthiran implied that the resolution comes after TNA conferring with the US State Department four months back and that it won`t be diplomatically beneficial to the sponsors of the move if the TNA is present in Geneva.

Question: What is the current situation in the Human Rights Council with regard to the debate on Sri Lanka?
Ambassador Tamara Kunanayakam: The present climate at the Human Rights Council is in Sri Lanka`s favor, but a lot of work still needs to be done. I have great confidence in the value of our arguments.
It is true that thus far we have been able to gather around us a number of developing countries, thanks to the principled stand of President and his Government, the support of our people who have rallied around us, the tireless efforts of our Foreign Minister Prof. G.L. Peiris, whose new Africa policy and his direct contact with his counterparts and Heads of State in Africa has brought us a number of allies in that continent, and, of course, thanks also to the work of the staff of our Mission, who have been working round the clock to keep the Missions in Geneva informed about developments in our country.

Prime Minister of the Transitional Government of the Tamil Eelam V.Rudhrakumaran stated SriLankan government carried out war crime allegations against Tamil people in SriLanka. At present US government has submitted a resolution against Lankan government at the UNHRC session on urging justice for independent international investigations against genocide attacks carried out by the Lankan government against Tamil people in SriLanka.

Thoazhar Thiyagu called the resolution as an escape route being offered to Sri Lankan state by the USA. Professor Dheeran said Tamils should not be trapped once again by the joint ploy of the USA, India and Norway. The US Ambassador to the UN Human Rights Council, Eileen Donahoe, chaired today an informal session to introduce their resolution on reconciliation and accountability in Sri Lanka.
During one of the most dramatic informal consultations with a UN security guard by the doors the Sri Lankan Attorney-General challenged the premise and necessity of this draft, which he categorically rejected and refused to engage in a dialogue on it. He called the consultation a farce, adding that might is not right. He was supported by Egypt on behalf of NAM, Russia, China, Cuba, Zimbabwe, Philippines, Algeria and other NAM countries. They all stressed that they oppose country-specific resolution and that the text will have no effect without the consent of the concerned country. Cuba challenged the US Ambassador by asking her to submit a resolution on Guantanamo if they are so concerned with accountability issues.

Reporting from Kabul, Afghanistan -- A lone American serviceman slipped away from his base in southern Afghanistan before dawn Sunday and went on a methodical house-to-house shooting spree in a nearby village, killing 16 people, nearly all of them women and children, according to Afghan officials who visited the scene.
The NATO force confirmed that the assailant was in military custody, and that he had inflicted an unspecified number of casualties during the shooting spree at about 3 a.m. Sunday. The U.S. Embassy called for calm and expressed deep condolences the Taliban referred to the killings as an act of genocide.

The study, which was carried out in 33 randomly-chosen neighbourhoods of Iraq representative of the entire population, shows that violence is now the leading cause of death in Iraq. Before the invasion, most people died of heart attacks, stroke and chronic illness. The risk of a violent death is now 58 times higher than it was before the invasion.

Tamil plaintiffs to appeal ruling on war crimes case against Rajapakse

Bruce Fein, the attorney for the three Tamil plaintiffs who filed war-crimes charges against Sri Lanka`s President Rajapakse, said Saturday that his clients have given consent to file an appeal against the ruling by the District Court of District of Columbia. District Judge Colleen Kollar-Kotelly said in the Court opinion that she had to dismiss the case because the Obama administration had said Rajapakse was immune from litigation as a foreign head of state. The appeal will be heard by a panel of three judges of the U.S. Court of Appeals for the District of Columbia Circuit after the notice of appeal is filed within 30 days of the lower court ruling on the case.

Welcoming the Indian government`s decision to back the US sponsored resolution on Sri Lanka at UNHRC, DMK chief M. Karunanidhi today said his party had even decided to pull out its ministers from UPA and extend issue based support to it in the event of its demand not being met.
Karunanidhi, whose party is a key ally of UPA, also called off his proposed one-day fast on March 22 and tomorrow`s high-level meeting in the context of Prime Minister Manmohan Singh`s statement that India is inclined to vote in favour of the resolution on Sri Lanka. The DMK has 18 members in the Lok Sabha.

Investigations into individual abuses and legal punishment for perpetrators occurred, but for many abuses, a lack of accountability due to weak law enforcement, a lack of trained police, and an overburdened court system created an atmosphere of impunity lengthy court backlogs prolong the latter.
Poor prison conditions and lengthy detentions were significant problems. Unlike in previous years (2008 and 2009), there were no instances of officials using antiterrorism legislation to justify excessive use of force however, indiscriminate use of force by Border Security Forces was a problem.

The 19th session of UNHCR passed 8 CONDEMNATORY resolutions and 3 NON CONDEMNATORY resolutions.
Details are below:
This council session will conclude with one resolution condemning North Korea one resolution criticizing but also praising Burma (Myanmar) one resolution importantly renewing the mandate of an investigator on Iran but, unlike the UNGA, neither mentioning nor condemning Iran`s violations two resolutions condemning Syria
And FIVE resolutions condemning Israel.
(It is unfortunate that although Secretary-General Ban Ki-moon, and Kofi Annan before him, urged the council to end its selectivity, 50 percent of this session`s condemnatory resolutions are on Israel.)
