With Libya still smoldering, Russia rejects UN resolution on Syria

Russia, wary of more military intervention, has rejected the latest version of a UN Security Council draft resolution on Syria, where the government of President Bashar al-Assad is cracking down on violent anti-government protests.
The four European member states of the UN Security Council, Britain, France, Germany and Portugal was hoping to put the draft resolution to a vote on Friday, but Russia rejected the document.
During consultations held in the UN on Thursday, Russia`s UN ambassador Vitaly Churkin said he was `disappointed` with the provisions of the draft resolution, in which he says the proposals made by Russia were not taken into account.

In a potential precedent setting motion filed in the U.S. District Court of District of Columbia, Bruce Fein, attorney for three Tamil plaintiffs, requested Judge Colleen Kollar-Kotelly, to authorize issuing summons through latest electronic social networks and local papers to the defendant, Sri Lanka`s sitting President, Mahinda Rajapakse, forcing the defendant to answer war-crimes charges, paving the way for Court determination of civil claims of $30m, legal sources in Washington said. Arguing that Rajapakse is `hostis humani generis,` an enemy of all mankind, the motion provides legal precedence to establish that Rajapakse`s crimes fall under Universal Jurisdiction applicable under TVPA.

American Spring: Brooklyn Bridge shut down by protesters New York City Police Arrest 700 Protesters

More than 700 people were arrested on the Brooklyn Bridge on Saturday evening during a march by anti-Wall Street protesters who have been occupying a downtown Manhattan square for two weeks.
The group, called Occupy Wall Street, has been protesting against the finance industry and other perceived social ills by camping out in Zuccotti park in New York.
During the afternoon a long line of protesters numbering several thousand snaked through the streets towards the landmark bridge across the East River with the aim of ending at a Brooklyn park.

(October 05, London, Sri Lanka Guardian) I was meant to travel to Sri Lanka this week as part of an official delegation from the GUE/NGL (Left group in European Parliament). The idea to travel to Sri Lanka came from the meeting I hosted in the Parliament a few months ago about the massacre of Tamils in Sri Lanka. My wish to go was strengthened by the many meetings I have had with the Tamil Diaspora, and others active on the issue of Tamil rights, in the recent period.

Britain unveils more quantitative easing to curtail looming crisis

THE world may be confronting its worst-ever financial crisis, Sir Mervyn King warned yesterday, as the Bank of England announced it would print tens of billions of pounds in a desperate bid to prevent recession.
The Bank`s governor said the magnitude of the crisis could well surpass the Depression of the 1930s and the Bank had to respond by injecting more money into the economy.
The Monetary Policy Committee, which sets interest rates, voted to create another ₤ 75 billion ($119bn) of electronic money, which will be used to purchase bonds issued by the Treasury in the hope this will stimulate spending and keep borrowing costs low.

WASHINGTON, Oct 5, 2011 (IPS) - For the second year in a row, U.S. President Barack Obama has waived a Congressionally-mandated ban on military aid for four countries that use child soldiers.
The four countries that will continue to receive military assistance despite the use of child soldiers in their armed forces include Chad, the Democratic Republic of Congo (DRC), Yemen and the newly independent nation of South Sudan, according to a memo released by the White House late Tuesday.
All four, which are slated to receive a total of more than 200 million dollars in military aid in 2012, were given waivers by the administration last year, as well.

Oct 09, Colombo: The Sri Lanka Police have fined over 1,000 people in the Colombo City for jaywalking in the last month.
The Police Headquarters has said that pedestrians have been fined and legal action being instituted against them for not using the zebra crossings.
The Traffic Police have become strict on the usage of zebra crossings by pedestrians and police personnel have been deployed at several locations in Colombo to nab jaywalkers.
According to the police, people tend to cross roads at will since zebra crossings in Colombo are located far apart.

Armadillo is a Danish documentary film about Danish soldiers in the war in Afghanistan. The film follows a group of soldiers from the Guard Hussars (Horse Cavalry) regiment who are on their first mission in Helmand Province at a forward operating base named FOB Armadillo. The film premi red at the Cannes Film Festival in 2010. It was awarded the Grand Prix de la Semaine de la Critique.

A Danish commander becomes a victim of a roadside bomb and is evacuated to receive treatment for a skull fracture. He recovers and returns to Armadillo. Three Danish soldiers from a neighbouring camp die in an IED incident and the film records a memorial service for them. Directly following this there is a discussion questioning whether ambushing the Taliban will work and subsequently volunteers are recruited for a night patrol.

In 2001, he personally arranged for Afghan leader Ahmed Shah Massoud to meet with President Jacques Chirac, only to have the French Foreign Ministry scuttle the trip for fear of angering the Taliban. Now, as he anxiously paced the airport lounge, he was embarking on what would turn out to be one of the most audacious and improbable feats of amateur diplomacy in modern history.

The House of Detention at Ridiyagama in Ambalantota is where the street vagrants are sent for rehabilitation.
There are 526 inmates 223 women, 292 men, four boys and one girl (six of the residents are mentally challenged) housed at this detention center which comes under the Southern Provincial Social Service Ministry.
It is worthwhile to find out how safe their lives are in these old buildings. Out of the 45 buildings most are extremely old with cracked walls. Although no one knows how old these buildings are it is easy to estimate the period in which they were built by looking at the two huge water tanks on the premises. It is similar to the architecture of the Cargills and Millers buildings in Fort and the Maradana Railway Station that was built by the British more than a century ago.

Excess rice to be exported to UNO

Sri Lanka is looking into the possibility of exporting excess rice and Threeposha stocks to the UNO for distribution under various humanitarian relief activities being implemented throughout the world by the organization.
A discussion in this regards was held recently with the local representatives of the UNO and the Secretary to the Treasury Dr. P. B. Jayasundera. It is envisaged to cultivate identified varieties of paddy in one or two districts with the objective of exporting this paddy to meet the UN requirements. Local representatives of UNO have agreed to take measures to purchase paddy harvest and Threeposha after looking into the matter.

Libya: is it the end or just the beginning?

With Libya`s liberation to be officially announced on Sunday and NTC loyalists continuing to celebrate the downfall of Gaddafi`s regime, the question of Libya`s future is rearing its head. And for some it is obvious NATO will not leave so fast.
The liberation is to be declared on Sunday in the city of Benghazi, and not in the capital Tripoli, interim government officials have announced. The chairman of the ruling National Transitional Council, Mustafa Abdel Jalil, will make the declaration.
The celebrations of Gaddafi`s death are still continuing in Tripoli. As RT`s Anissa Naouai reports from the Libyan capital, the situation there remains tense and is still very chaotic. Lots of people are honking their horns and have their lights on. People are still shooting into the air, she reports.

Analysts Hint at New Civil War in Liberated Libya

Even as the National Transitional Council (NTC) declared Libya liberated following the violent death of former strongman Col. Muammar Gadhafi, analysts were warning that civil war might continue to rage on as militia groups and armed factions struggle to seize power. And with real elections tentatively scheduled for 2013 at the earliest, the worst may be yet to come.
Western leaders have been demanding that all of the revolutionary groups unify behind the NTC. But widely divergent interests including remaining pro-Gadhafi forces and victims of NATO bombings and rebel brutality would seem to make that a difficult proposition, according to Libyans and outside analysts.

NATO may stay in Libya longer than planned: US

NATO may not end its mission in Libya as early as planned, US Defence Secretary Leon Panetta has said.
NATO chief Anders Fogh Rasmussen had said the alliance was planning to wind down its operation in Libya by October 31. The preliminary decision was approved during a NATO council meeting Friday, with the formal statement expected to be made this week.
But Panetta told journalists Tuesday during his visit to Japan that Libya`s ruling National Transitional Council (NTC) wanted NATO to extend its mission, RIA Novosti reported citing CNN.

Talking is one thing, but internationalising such talks is something that a country with even a modicum of self-respect cannot agree to. A Tamil National Alliance delegation is holding talks with top United States administration officials in Washington and its travel itinerary includes visits to Canada and Britain.
To any political novice it is evident that the visit, is an attempt by the TNA to add pressure on the Mahinda Rajapaksa administration on the premise that it is deliberately delaying moves to find a solution to the grievances and aspirations of the Tamil people. The visit can also be construed as a subtle attempt to further internationalise Sri Lanka`s national question at a time when the country`s political and military leaders and diplomats are confronting multiple moves at international level to slap war crimes charges on them.
