Kudos to Mr. Lionel Rajapakse for his brilliant letter titled, `Bishen Singh Bedi`( 30 July) whereby he has rightly advised Muttiah Muralidharan to ignore Bedi`s adverse comments on his bowling. Mr. Rajapakse has also highlighted number of Bedi`s idiosyncrasies to expose the flaws of the former Indian spinner.
Perhaps it would not be out of context if I recall another `gem` of Bedi`s antics. In 1990, Bengal won India`s premier domestic tournament - Ranji trophy. After a week, the Indian Test squad for the England tour was announced, but no Bengal player featured in it. When a reporter queried about the indifference meted to the champion domestic side of the country Bishen Singh Bedi, the then Indian cricket manager, retorted that there lies no law stipulating necessary inclusion of a player in the national squad hailing from the Ranji-winning team. Three summers later, it was the turn of Punjab to lift the Ranji Trophy. In the subsequent tour to Sri Lanka, the Indian Test squad did not feature any Punjab player (Of course Punjab`s Navjyot Singh Sidhu was in the Indian squad but he did not play any part in Punjab`s Ranji success because of his national commitments). Amusingly, this prompted Bedi, then Punjab`s coach, to vent ire upon the Indian selectors and questioned the selection policy by pointing to the fact that no member of the champion team of the country finds place in the national squad! So, my dearest Murali, this is the real picture of our over-hyped spinner. By according different yardsticks for Bengal and Punjab cricketers, Bedi has proved that he is nothing but hypocrisy-personified.

Samurdhi officers island-wide have threatened to boycott all anti-dengue campaigns island-wide in protest against the manhandling of a fellow officer by a government Minister.
The Samurdhi officers` union said that it had instructed all its officers to boycott the campaigns after an officer from the Kelaniya Divisional Secretariat was punished by Highways Minister Mervyn Silva for failing to attend the kick off of the anti-dengue campaign in Kelaniya.

I never tied anyone to a tree, said Mervyn Silva, Deputy Minister of Highways at the parliament today. The Mnister added that he only untied a person who was tied to a tree. Showing a letter to the parliament, he also claimed that the said person has sent him a letter stating that he voluntarily tied himself to a tree.
Mervyn Silva further added that the letter stated that the purpose of this action was to set an example for everyone.

The name of KP alias Kumaran Pathmanathan who is under military custody, is not among the names of Tiger detainees according to his knowledge, Rehabilitation and Prison Reforms Minister D.E.W. Gunasekera told Parliament this evening.
Minister Gunasekera said that he would verify the matter with the relevant authorities and inform Parliament. He was replying to a question raised by United National Party (UNP) member Dayasiri Jayasekera whether KP`s name was among the lists of detained Liberation Tigers of Tamil Eelam (LTTE) suspects.

DPF suspends Praba Ganesan without suspenders for betraying party, Tamils

The Democratic Peoples Front (DPF) led by Mano Ganesan has suspended the membership of parliamentarian Praba Ganesan who joined the government in a surprising move Thursday. DPF termed the cross over as one which has `betrayed` the party and Tamil people during `these trying times.`
It is a clear act against the principles consistently followed by us for the last ten years since the inception of the party. Praba Ganesan has today unsuccessfully attempted to justify his act of betrayal by talking about our party`s conflicts with UNP. Our stands in respect of the government and our issues with the UNP after the last general elections are two different subjects. He cannot undo our issues with the UNP by joining the government. It is the party position, a statement by DPF said.

What is going on with the UNP? Ranil Wickremesinghe has lost every recent election for the party and wasn`t even confident enough to run in the last Presidential, making it the first election in history that the UNP hasn`t contested. Still, he clings to power and is even negotiating with the government on one side while more MPs flee the party on the other. While he got Mangala Samaraweera to abandon his party of one and join the UNP, he simultaneously lost two Tamil MPs. Indeed, many of the heavy hitters in the current government from GL Peiris to Keheliya Rambukwella are former UNPers (tho they crossed at different times). One wonders how Ranil has the gall to negotiate with the government when he can`t even control his own party.

The UNP has decided to suspend talks with the government on constitutional reforms claiming that the government was using the talks to make opposition members defect, party sources said.
Talks between UNP leader Ranil Wickremesinghe and President Mahinda Rajapaksa on constitutional reforms would not continue, a senior party spokesman said.
Two committees had been appointed to decide on talks on amending the Constitution but they had not met since the initial meeting, UNP sources said.

DNA Leader General Sarath Fonseka has rejected an offer to join the UNP after an invitation was extended to him by UNP Deputy Leader Karu Jayasuriya last week, DNA MP Vijitha Herath told Daily Mirror online.
Herath said that the General who was not even considering the invitation had not even been approached by any UNP members so far.

`We didn`t have fast food when I was growing up,` I informed him.
`All the food was slow.`
`C`mon, seriously. Where did you eat?`
`It was a place called `home,`` I explained. !
`Mum cooked every day and when Dad got home from work, we sat down together at the dining room table, and if I didn`t like what she put on my plate, I was allowed to sit there until I did like it.`
By this time, the kid was laughing so hard I was afraid he was going to suffer serious internal damage, so I didn`t tell him the part about how I had to have permission to leave the table.

George Phillips , an elderly man, from Meridian , Mississippi , was going up to bed, when his wife told him that he`d left the light on in the garden shed, which she could see from the bedroom window. George opened the back door to go turn off the light, but saw that there were people in the shed stealing things.
He phoned the police, who asked `Is someone in your house?`
He said `No,` but some people are breaking into my garden shed and stealing from me.
Then the police dispatcher said `All patrols are busy. You should lock your doors and an officer will be along when one is available.`

Probe on medicine Sunday,
The Criminal Investigation Department today arrested the owner of the pharmacy which had bought tablets belonging to the health ministry, a ministry spokesperson said.
The tablets estimated more than Rs 400,000 with the ministry seal were found by the Cosmetic Devices and Drugs Authority at a pharmacy in Pettah on Friday.
Subsequent to the recovery, Minister of Health, Maithreepala Sirisena had spoken to IGP Mahinda Balasuriya and had asked the CID to conduct investigations into the incident.

A retired army officer who was a resident in Kiridiwela, Papiliwala has died in police custody our correspondent reports. This person died after he was taken to police custody last Saturday.
The police stated that he was under the influence of liquor at the time of arrest and he jumped out of the jeep when he was taken to Police Station. However Judicial Medical Officer who carried out post-mortem decided the cause of death due to a severe concussion due to a blow to the back side of his head.
The deceased was a retired Army officer who lived at No 47, Kirindiwela, Siyambalawatta.

The advice of the Attorney General Department is being sought by the Land Ministry regarding the illegal sale of a block of land in the Knuckles Range to Air Force Commander Roshan Gunatilaka.
Air Chief Marshall Gunatilaka is allegedly setting up a holiday home on land which is declared by the Forest Department as `environmentally sensitive`.
Both the sale of this 21 hectare-block of land after it was gazetted to have been acquired by the Lands Ministry under the Land Acquisition Act of 1961 and the construction of a house or tourist hotel on it are illegal. We will definitely take legal action against this and acquire the block of land on the advice of the AG, Land Ministry Secretary Asoka Peiris told Daily Mirror.

Massive fraud in Italian Mission
Nearly 94,000 Euros have been embezzled by an attache to Sri Lanka`s Embassy in Italy allegedly with the connivance of the Head of Chancery of the Mission.
The discovery was made by Foreign Ministry senior accountants who were dispatched to Rome at the request of Sri Lanka`s Ambassador to Italy Hemantha Warnakulasuriya.
Although the Attache had been interdicted, no action has been taken against the Head of Chancery so far.

The government says it is going to make Sri Lanka the `Wonder of Asia`. The Rajapaksas for sure want their rule to be a miracle, that no previous government could match and no future government would dare compete with. Such aspirations however, sit oddly beside the antics of Mervyn Silva.
The latest on this is the appeal made by Buddhist monks who conferred at the BMICH to re-establish Mervyn as Deputy Minister and as SLFP organiser for Kelaniya. Buddhist monks especially from the Gampaha District queued up to sign an appeal appreciating the work of `Dr.` Mervyn Silva as deputy minister and requesting the President to re appoint Silva to his earlier position, to continue with his `good work`.

The JVP yesterday said it was against constitutional reforms to be introduced without popular consent.
JVP General Secretary Tilvin Silva, addressing a press conference at the party headquarters in Pelawatte, said the government was planning to bring in reforms to present constitutional reforms in Parliament during the first week of September, but the public had been kept in the dark. There must be a discussion and people must be made aware of the nature of the reforms, Silva said.

Hakeem jumps the fence

We will support the proposed constitutional amendment of the Government, SLMC leader Rauff Hakeem said a short while ago. Hakeem said this after discussions within the High Command of the Sri Lanka Muslim Congress.
Meanwhile SLMC former MP and National Organiser, Rafeek Rajabdeen told Ada Derana that the SLMC will support the Government unconditionally and will make every effort to give the 2/3rd majority to the government. Rajabdeen added that they took this step without expecting any posts.

The chief nodded in agreement.
The Official continued,`considering these events, in your opinion,
where did the white man go wrong?`
The chief stared at the government offical and then replied.

While the deputy leader of the UNP is campaigning for a grand opposition including the United National Front (UNF) and the Democratic National Front headed by Gen. Sarath Fonseka, one of the constituent parties of the UNF, the Sri Lanka Muslim Congress (SLMC) that contested under elephant symbol in the last Parliamentary election, has taken a step to move away gradually from the UNF towards the UPFA government headed by President Mahinda Rajapaksa.

Unlimited presidential terms police comm. scrapped
Con. Council replaced with Advisory Committee
The Cabinet yesterday unanimously approved constitutional amendments proposed by President Mahinda Rajapaksa. Among them is an amendment aimed at doing away with the 10-member Constitutional Council and replacing it with a five-member Constitutional Advisory Committee (CAC). The government intends to retain all independent commissions established under the 17th Amendment except the Independent Police Commission.

A deaf Wife

man feared his wife wasn`t hearing as well as she used to and he thought she might need a hearing aid. Not quite sure how to approach her, he called the family Doctor to discuss the problem.
The Doctor told him there is a simple, informal test the husband could perform to give the Doctor a better idea about her hearing loss.
`Here`s what you do,` said the Doctor, `stand about 40 feet away from her, and in a normal conversational speaking tone see if she hears you. If not, go to 30 feet, then 20 feet, and so on until you get a response.`

The International Covenant on Civil and Political Rights (ICCPR) guarantees to every citizen the right and the opportunity to be elected at periodic elections to ensure the free expression of the will of the electors (Article 25). Sri Lanka, as a party to this Convention has an obligation under Article 2 of the ICCPR to ensure that all individuals within its territory and subject to its jurisdiction are granted the rights recognized in the Convention.
The Sri Lanka Constitution also affirms these rights under Article 3 (the right to franchise) and Article 14 (freedom of speech, assembly, association, movement etc). It is the Constitution of any country that grants authority to the legislature to enact a statute. According to Black`s Law Dictionary, much quoted during the recent Court Martial of Sarath Fonseka, a Constitution is a Charter of government deriving its whole authority from the governed. The organic and fundamental law of a nation or state prescribing the extent and manner of the exercise of sovereign powers A Statute (eg. an Act of Parliament) is the written will of the legislature, solemnly expressed according to the form necessary to constitute it the law of the State.
