Dear Mr. McClelland,

Racial Discrimination Laws & Anti Terrorism Laws

I refer to your public discussions, including on ABC`s 7.30 Report yesterday on the above two issues. It is interesting that consciously or otherwise you recognize that they Terrorism & Racism - are the `other` side of each other.

In terms of Anti Terrorism measures you stated through ABC`s 7.30 Report that you recognized the need to consider a person innocent until proven guilty. This is not our reality and it would not be until our armed forces are actively trained to consciously use the merit basis at all times with lawful minorities. This failure is recognized through affirmative action questions in relation to Aboriginality. At your level, you have revealed that you did not extend this principle to the attackers of Indian students. Are they also not innocent of racism until proven guilty?

Report on Mental Health Project for the Internally Displaced Persons in
Northern Sri Lanka

Introduction
Due to the efforts of the Tamil Diaspora, a proposal was presented to the Sri Lankan Ministry of Health for the participation of Australians in the provision of Counseling Services to the Internally Displaced Persons in Northern Sri Lanka, who were reported to total around 274,000 at the time (31 May) the proposal was submitted.

The Power Struggle between UN & USA

I refer to your statements about the countries led by the USA in relation to the Anti Racism Summit. It is reported that you said Some nations, who by rights should be helping to forge a path to a better future, are not here,

What is a better future Mr. Ban? To me it is one where we are free of dependence. If you depend on certain nations that carry the leadership status, you are depending on them for the solutions against racism. Their conduct confirms that they are guilty of racism. Accepting that Truth as per your own faith is the deepest service you could provide to the People who look up to the UN. Now even Tamil Tigers are turning to the USA. There are many supporters of Tamil Tigers fasting in front of Western Parliaments to `dictate` to those governments. That is not their earned `right` to use your own description. They have the right to assemble in front of Sri Lankan Government Representatives but not in front of the Governments of these other `independent` countries. I assembled in front of the Central Administration of an institution to whose governance I had contributed at policy level. One must earn the right to assemble as well as leave/withdraw. The USA which has been leading the wars against Terrorism, did not have the right to withdraw from the Anti Racism Summit and I disassociate myself from any group that seeks the assistance of the USA Government, to the Tamil Problem.

I refer to the news report that Western Countries including Australia are boycotting the Anti Racism summit. I confirm that you have the mental participation of victims of racial discrimination. Yesterday, at our group prayer meeting we prayed specifically for the real success of your Summit. Our feelings are real and hence your Summit will contribute positively towards elimination of racial discrimination through affirmative action by the United Nations.

Your Lack of Refugee Wisdom

I refer to your expressions regarding the refugee boat tragedy that happened yesterday.

My first reaction was to check whether they were Sri Lankans. I felt relieved in learning that they were not Sri Lankans but were from Afghanistan. During your interview with ABC`s 7.30 Report, you said that this was a major issue with more and more refugees coming from Sri Lanka, Afghanistan and Pakistan. It is interesting that you mentioned Sri Lanka first. I felt that in some way I placed my Truth in you with or without you being conscious of it.

I write further to my previous communications on this issue in relation to which, Australian government has chosen to ban the Tamil Tigers as a terrorist group. Based on that decision, there is ongoing legal action against some Tamil members on the claim that they collected monies to finance the armed combat by the Tamil Tigers.

I refer to yesterday`s protest in front of `Kirribilli House` by Tamils of Sri Lankan origin. It was painful for me to witness this because it shows lack of responsibility on the part of the Australian government as well as Tamil Community leaders in Australia. Those young ones are damaging their careers in Australia and at the global level. I would have been very critical of any of the young ones whom we support / have supported doing that. I am their first Tamil.

`TWO-DAY PAUSE IN MILITARY OPERATION AGAINST REBELS`

First of all, thank you for using the word `rebels` and not terrorists. We are better able to identify with that than the `terrorists` title.

Tamils have reached a stage where we have to weigh any win against the government in the background of civilian lives lost. Every civilian life lost on either side, is a national level defeat for the government. In terms of soldiers on both sides they chose the path through which they seek to attain independence for themselves and eventually share that with their people.

He is one who would be relieved by the successful execution of the measures outlined by you.

No. Suidice bombers are part of LTTE. But aerial bombers who killed civilians is very much part of government plan. Are you saying that to the government and therefore to you, all Tamils are Terrorists?

According to Daily Telegraph report `Former senior defence official Alan Behm said it was not standard procedure for a department to investigate its minister.

Any such inquiry would have to be authorised through the prime minister`s office and be conducted through proper channels, he said`
