[I am not saying all conditions are 1oo% similar to that.so far army has captured coastal areas mostly.]
Army is cuting off LTTE supply lines. with shallow water in Mannar basin Navy could only do limited operations, so the best option is to get the coastal lines under army control. to the heart of wanni it will come later, after LTTE exhausted most of its amunitions.
