[what is wrong in giving people power to look after their affairs ?. just because north and east happens to be a tamil majority area it does not mean giving power to people of north and east is thinking in racial terms.]
Criteria for devolution of power should be based on finding the most economical way to develop Sri Lanka. It should not be a compromise for those who want a separate state.
It does not matter whether the leader is Sinhalese or Tamils. A capable intelligent Tamil leader is more beneficial to Sinhalese than a useless Sinhalese leader. Similarly, a capable intelligent Sinhalese leader is more beneficial to Tamils than a useless Tamil leader.
