My honest answer is that I do not know! But one does need to be a rocket scientist to know that, a group that runs the region is allowed to comment any crime with impunity is not be talked up. You may say that it is just a starting point, but can you see an end in sight? I read somewhere Pullian is demanding for the implementation of the 13th amendment, and he is keen to negotiate with the foreign bodies in obtaining direct funds to develop the East. Can you see an end in sight?

Who are you envisaging as a leader for the northern province? Is it going to Sangaree or Douglas?

The believe that, once the LTTE is neutralised, any token devolution would suffice while keeping intact the Sinhala Buddhist Hegemony is futile.

My take on the situation is that, The sinhalese must demonstrate their willingness to build a nation with the cooperation of the minorities. This should be done by constitutionally manifesting that, all sri Lankans are equal in true sense. GOSL must collectively with APRC formulate a genuine decentralisation of power to a degree that would make the Tamils and the LTTE raise their eyebrows. Only this, and nothing but would end the hostilities forever.

These shortsighted and half-cooked, previously discredited experiments would not work, and you can mark my word by keeping the events to follow as evidence!
