They must be using the same technique used by packet sniffers. If you setup a fast snifffing system in few nodes where all data funnels thru (backbone) and analyse for pattterns and keywords (like you said) you can read most of the data as you want. But encripted data is not that easy to read like that. A litle bit of AI with this type of a system will certainly can track the treats more effectively.
