[Don`t tell me it was tested earlier and all of that. I know the concept sounds simple, but the administration and the preparation work is going to be enormous. I really hope that all the parties can find a concept agreeable to all. ]

no devolution of powers can work, when the Sinhalese are not ready for democracy while they are majority in the island.
i would agree for a kind of swiss type federal (which will suit us better) governing system, if we both agree to demilitarize the whole island as we have no external enemy and that agreement should be underwritten by the UN!
