According to the then Chief Minister Varatharasaperumal merged N-E PC was a total failure. How can a de-merged PC system ever succeed?
Who holds the power and the money to enable the system to function? If the 13th Amendment wasn`t implemented during the last 20 years IS there any remote chance that the Sinhala government will ever make it workable?
