How can you say this when the oldest party in the country UNP was not a party to it, JVP the most raciest party in the land was not a party to it, TNA the representatives of the Tamil and Muslim areas were not represented.
So this is like the constitution. Tamils were no part of it and do not consider they are bound by it other than to challenge those responsible for it. `Ura ga mas, Ura ga peta thiyan kapanawa`.
You can name a certain administration PC, DC or whatever but unless it has real power this wont be worth the paper it is written on.
