[what a question,, who is responsible for the law and order in the areas they control?? especially the area maheshwaran was killed ,declared a extra high security zone??]
Being responsible for the security of the MP - that should be done by GOSL.
But did GOSL killed this guy - No prove yet (may be in the futre)
If you get killed in country, you can`t blame that country for killing you :) lol.
