At least where LTTE is concerned they are using what ever resources available. It is unfortunate but the reality is most of those in the LTTE are kids whose families could not afford to send their kids out of the region in time. But now it is taking a dangerous direction as children of battle harden fighters are joining in which have the blessing of the parents.
