Not the question of govt can`t. Govt don`t want to fight alone. Govt is fighting with the help of the people. Where do you think all the intelligence is coming from. More than half of the govt`s Intelligence network is made of tamils. Least where I come from, if you have not notice, LTTE not popular at all. People will be more than happy to give information about LTTE activities.
