Kandy is a small city but busy, with no much capacity to expand or to widen roads. One way traffic makes sense and that will give room for curbside parking too. One can find many European cities small but busy like Kandy taken similar approach long ago as they are far ahead in thinking , less bureaucratic and public friendly.
