further to what ariyalai_Sb has written the govt has the 2/3 majority or close to it now to push for a fed structure and to change the constitution. they dont need the LTTE`s permission.
THEY WILL NOT DO IT! simply prolong the war fro another decade or two and hopefully win be default!!
