Priyanthy (ref p.48)
Re- `Honest Peace-making` .. should not be difficult But it will not be possible if `stuck` into an `in-flexible Demand for Separation`. If the Tamils (leave out VP & the LTTE), want Peace .. they should indicate readiness for `Federalism` - as you have in India, for the Northern province. You have to give up the demand for annexing the North and the East. (That was an under-hand scheme with a distant perspective .. from Rajeev Gandhi and a clique from the South Bloc/India). Please note, Federalism does not allow for a separate Army, Navy etc . You`d have to be content with your own Police Force. You should also be able to persuade politicians in the South to develop the North and the East - so that your people do not have to come down to the South for employment. I believe GOSL will be prepared to invest heavily in developing the Eastern province. This is what needs to be discussed at the next PEACE Talks: How to achieve a work-able minimum Administrative Arrangement for the North and the East (separately), and Rapid Development for the two Provinces .. Not a meaningless CFA, the composition of the SLMM, or Facilitation from Norwegians .. All these problems we now have will dis-appear, as development blossoms in Sri Lanka. As a rich and progressive nation .. people of all races will be able to smile at each other, and wish each other a `Good Morning to You` .. every day. |
