Not only when Karuna recruits children, but also when LTTE recruits children the government of Sri Lanka is responsible. There is no question about it. I would like this so called `International Community` hold the government responsible for not establishing law and order through out the whole country. Remember, government of Sri Lanka has allowed criminals with as high as 200 years of jail time to live free.
