[ the issue is these people are hard pressed for funds. so how could they pay in the first place. hence the need for free education.

And people in Colombo? Are they hard pressed? I think it should be a fair amount. An economy works when money is peoples hands. Money changes from hand to hand, people provide in their ways to the nation and make money and then use that money to get what they want in effect their money going to someone else. It`s like an ocean. I`m not saying make them pay amounts they can`t afford. No. Then where people are extremely poor, the government should provide jobs in all sorts of forms to provide people money in exchange for some service. Thinking or these people are poor so lets give them free stuff will never work, you should give them something to do. There`s a saying. Give a man a fish, he will eat it tonight, give a man a fishing rod, he will eat a life time.
