When you submit an abuse report, the modetrator will take an immediate look at this post and his/her previous posts to
see if there are any posting guideline violations are done by 'DVLADV'.
All bombs are bad but cluster stands at the top of the list and is not suitable when fighting a civil war.
Its at the top of the list is because almost one third of the bombs don`t go off and stay embedded in a wide area. Even long after the war civilian populations are not safe and everytime one of these goes off it creates more hatred towards the state or perpetrators, which says there will never be real reconciliation.
