There is a new road build in Rathnapura, probably a gravel road, Namal Rajapakse had spent 75 Lakhs for SEVEN point FIVE KILOMETERS.

Even the developed countries spend less. USA has only Tar-carpeted roads, not gold carpeted roads as in Sri Lanka, So the expenses are so low
It all depends on the type of road and land cost as well

Patterson is vice-chairwoman of the Regional Transportation Investment District (RTID), a planning committee of county-council members. |

It depends on where you are, and factors such as land costs, people or businesses to relocate, environmental needs arising from construction such as noise walls for neighbors and storm water cleaning for streams and wetlands. It also depends on the elements in the project - are we just building a road, or are new bridges or interchanges also included?
Here's a sampling of project construction costs:
+ SR 18 widening in rural King County - about $24.5 million per mile.
+ US 12 widening south of Tri Cities - about $3.7 million per mile.
+ I-5 widening in Vancouver about $20.2 million per mile.
+ I-90 truck climbing lanes east of Cle Elum and at Vantage about $1 million per mile.
+ I-5 HOV lanes from Tukwila to Fife about $7 million per mile.
These costs are for construction only and do not include costs for engineering and design and for a widely-varying factor, land acquisition costs. |

Concrete paved roads are a long term solution for SL as SL is a tropical country and roads lose its hardness due to water. But concrete is more expensive to install and repair and a very thick concrete is required
Sri Lanka has decided to build roads and highways using concrete surfacing wherever possible, replacing the traditionally used bitumen .
Officials say, it has been observed that concrete roads are more durable and require less maintenance than the roads constructed by using bitumen.
Accordingly the Road Development Authority has selected 600 kilometers of highways to be rehabilitated by concrete surfacing .
Cabinet has approved the project which will be implemented through domestic contractors.
As of now most of the roads built in rural areas through the Maga Naguma program are concrete surfaced.

yes planning and design also not like before we need to avoid many of the existing facilities and so sometimes need to have huge supporting structures. In kandy colombo expressway we have to use very tall concrete structures to avoid rail crossing and few other structures.
so the costs varies from project to project and it is not possible to compare with normal standard road costs.
(In any case an idiot like G9 who does not know million -billion, MW- Ghhours etc etc cant comment at all)
in implementing large scale infrastructure projects nowadays we have to spent a quiet a lot of money on land aquisition and resettlement programmes. not like before, compesation are based on current market rates of lands and people get huge amounts as compensation.
In some projects that is why you do not see much public protests as they get considerable compensation in return.
Another aspect is, in some cases people have no land rights but with resettlement they get their own lands plus compensation.
