yep, you sounded exactly like one of our dumb Ministers , when you said this
but to collect everything in one place to get a birds eye view of what is going on, will make us better informed, to make better decisions, so eventually we can see how to make crime less

can you explain how these stats will eventually help to make cime less?

By understanding what is going on first. Is that so hard to understand? What we have today in most government institutions are blindly allocating resources without much insight.

There was an article EH posted on data mining some place on his page, you should read that if you can't understand how stats and data provide us valuable information.

These graphs will do that by aiding more effective decision making.

If you have these types of data representations, then you have a very accurate visual summary of the data. Effectiveness of the decision is dependent on the accuracy of the information. At the same time proper presentation of data can save a lot of time which would otherwise be spent on understanding data, their patterns etc. If we have such graphs and charts created for Police Crime Statistics then you can compare and inquire into the higher crime rates in Nugegoda in comparison to another area with similar population and police force. Subsequently you might look at the skills of the policemen, training etc. In another aspect, such charts and graphs can be used to identify trends. I mean if data is presented for different years, then you can gain an understanding about the changes in the amount of criminal activities in the said area. That way it helps in planning allocation of police force for the said area.

So basically, when you can summarize data in a way which enables identification of patterns, relationships, trends etc., it provides information. And without accurate information, you cannot make effective decisions. A graph like this coupled with a bit more research can result in more effective transfers of police officers etc. Also, imagine the amount of time and money wasted on analyzing such large quantities of data if these types of graphs were not available?

If anything, I think the police needs to collect their data better and in more detail.

I realized that it would be even more complicated for you if I said the above in swahili.I mean look at the difficulty you have in understanding the importance of data, its presentation and information even when it is explained in English.
