The Police Department yesterday said the media can play a pivotal role in educating the parents and guardians to keep a close tab on the behaviour and movements of their children as the Police cannot eradicate the incidence of child abuse and sexual abuse single-handedly without the active support from parents.
According to a statement issued by the Police Department under the hand of Police Media Spokesman SP Ajith Rohana, this trend of incidents cannot be eradicated through Police investigations and legal action against the culprits, unless parents and guardians do not extend their support towards these efforts.
Although certain sections of the media gave wide publicity to incidents and cases of child abuse in recent times, they failed to highlight the negligence on the part of parents and guardians which led to such incidents and precautions they should take to prevent and avoid such incidents, Police Media Spokesman SP Ajith Rohana said in a statement issued yesterday.
The statement added that case studies of several incidents of child abuse recently showed parents or third party guardians had failed to pay proper attention to their children. In the Kirulapona incident, the daughter who went to witness the perahera had not returned home but parents had taken several hours to notice it. The seven-year-old daughter had gone to witness the perahera alone.
The statement said: As regards the Tangalle incident, the 14-year-old girl had kept away from home for five days and her parents had failed to pay attention to it.
The mothers_day.jsp' class=black>mother of the girl sexually molested by the Akuressa Pradeshiya Sabha chairman had been an employee at the tea factory owned by the chairman. She is suspected to have been aware of this incident but had failed to pay attention to it.
A five-year-old girl seduced by a 60-year-old person in Wennappuwa had been kept in the custody of the driver by her mother.
Due to the development of modern technology the situation today is much different to that which existed 25 years ago. A girl can be summoned to any place at short notice through a mobile phone.
Unlike 25 years ago, lodging and guest houses have mushroomed in all parts of the country within easy access to anyone.
Pornographic and other material which kindle sexual desires can be viewed through Internet and electronic media. These material distort the minds of youths and young children who are inclined to experience them due to their high hormone activity.
The statement said most sections of the media tried to give publicity to sexual and other crimes rather than publishing measures which should be taken to eradicate them.
Taking cognizance of these factors parents and guardians are requested to follow the following advice and counsel to protect and safeguard their children.
Parents who have sons and daughters who are juniors (below 16 years ) should constantly monitor their conduct and activities. When a child attends school, tuition class, sports activities or visits another place his or her guardianship is entrusted to an outsider you should pay attention to the conduct of such guardians.
Parents specially mothers should explain in simple language and moderate manner and warn children about challenges (sexual challenges) they are likely to face in life and ask them to keep parents informed about them if any. Constant attention should be paid to the conduct of underage children.
Owners or managers and employees of guest houses and lodges should refuse accommodation to persons bringing a minor to their institution and immediately report such cases to the Police.
In cases where both parents go out for work leaving children under the care of neighbours, relatives or to themselves, parents should be constantly vigilant about their children.
Special care should be taken when children are sent in buses or school vans.
Special attention should be made when sending children to school after school hours on weekends or holidays or for tuition classes.
Children should not be allowed to walk along roads alone. Police investigations and legal action against culprits alone was insufficient to prevent the high incidence of child abuse in the country unless parents and guardians too lend their active support towards preventing such crimes .

It is correct Police, parent role do the the main part of the protection for their children, but you 'Police' have to be very strong for establishing the 'Law and Order' on the 'Criminals'. We know today Srilanka as a country of 'No Law', police officer's duty cannot do correctly as a Government Department, paid Government Servants. You guys have to kneel down to bunch of 'Uneducated Politically backed Slum Dogs'. Under present system in Srilanka as far as 'Politician' make a 'Big Role' in appointing 'Supreme Court Judges' and promoting 'Attorney Generals who already handled Citizen/Government cases' as 'High Court Judges', how can a normal citizen can expect 'Justice' in this country.? As a conclusion, now even this country citizens must have to understand 'Presidential Parliament System' is not suitable to Srilanka, and time has come to change this system and include death penalty by not 'Hanging in a Prison', but by 'Shoot to kill open range' for the crimes of (1)Rape, (2) Abduction, (3) Highway Robbery , (4)Terrorism, (5)Cospiracy to Murder and Murder. If gulf countries every friday conducting 'Open Punishment Day', why not we copy it to our system.
