The Election Commissioner Mahinda Deshapriya said yesterday, the tiger and the dog symbols will not be allowed to be used by any party contesting the forthcoming Provincial Elections to be held at the Sabaragamuwa, North-Central and Eastern Provinces.

During a media briefing held at the Elections Department yesterday, Commissioner Deshapriya announced that except for recognized political parties, the pigeon and the ox symbols can be used by any Independent group contesting the elections.

He said the political parties which used the pigeon and the ox symbols previously, had been removed from the list of recognized political parties, which has now resulted in them being allowed.

During the last Eastern Elections, there was a certain amount of confusion over the dog symbol. Many voters had mixed up the dog and the deer symbols which caused much confusion, he said.

The lotus flower, lion, hammer, sesatha, sickle and dual swords will not be given for any political party to use, the Commissioner of Elections said.

He also announced that elections were expected to be held on 1, 8 or 15 September.

We hope to hold elections as soon as possible. The more it is delayed the greater the likelihood of violence and promotional expenses going up, he added.

He stressed that the polling of centres that record rigging activities would be annulled and that election laws would be implemented to the fullest ensuring that severe legal actions would be taken against all offenders.

If fewer nominations are received we would be able to hold the elections either on 1 or 8 September. If close to forty or fifty nominations are received we would be compelled to hold polls on 15 September, he said.

Nominations are accepted from 12 July up to 12 noon of 19 July, whilst the deadline to handover deposits is fixed for 12 noon 18 July.

The handing over of nominations would not be made available for coverage by the media this time and in the alternative, photos and video footage would be provided to media organizations with the cost being borne by the Commission.

I request all political parties and independent groups to ensure that all precautions are taken to avoid nomination papers being rejected, he said.

Failure to handover nominations through the general secretary of the party, or in his absence, by the first or second candidate in the nomination list, failure to handover papers before the stipulated deadline, lack of the required number of signatures, failure to submit the required deposit monies, failure to handover required deposit monies before the stipulated deadline, failure to place his or her signature by the candidate, failure to annex the affidavit of the respective candidates, failure by the leader and general secretary of the respective political party or independent group to place his signature on the nomination papers, and failure to get the nominations attested by a Justice of the Peace (JP) were cited as the main causes for the rejection of nominations.

The Polls Chief is expected to hold a meeting with the secretaries of the political parties today.

New Delhi: Tamil Nadu chief minister J Jayalalithaa and her confidante, Sasikala Natarajan, will continue to face criminal proceedings for alleged corruption, the Supreme Court said today.

Ms Jayalalithaa has appeared in a court in Bangalore twice last year to answer several hundred questions put to her, along with Ms Sasikala.

It was Ms Sasikala who had asked the Supreme Court to suspend the trial because she has not been given documents that she requested from the trial court, according to her lawyers. The Supreme Court refused to intervene.

Sasikala has also filed an application challenging the jurisdiction of the Bengaluru court to conduct the trial. The petition says the judge B.M. Mallikarjuniah was not appointed by a notification as required under Section 3 of the Prevention Of Corruption Act. Only Special Judges are competent to try such corruption cases. The present judge, the petitioner claims, was appointed by a routine administrative order.

Ms Jayalalithaa has been accused of misusing her earlier term in office from 1991 to 1996 to benefit herself and friends like Ms Sasikala.

A few months ago, the Chief Minister asked Ms Sasikala to move out of her home, and expelled her from her party, the AIADMK, for allegedly interfering with postings of bureaucrats. However, the women reconciled recently. Rival party DMK has alleged that the estrangement was a ruse to distance the Chief Minister from the corruption case, and an attempt to make Ms Sasikala the scapegoat.
