India s National Security Advisor Shivshankar Menon has made it clear to the Sri Lankan top brass that New Delhi s stance at the Universal Periodic Review (UPR) of Sri Lanka s human rights record at the UN Human Rights Council (UNHRC) in November will depend entirely on what Colombo does to improve its human rights image, the Indian Express reported.

. A Sri Lankan doctor was charged in court on Monday with molesting a nurse at an operating theatre on three occasions.

Senaka Liyanage, 36, allegedly touched the buttocks of the 26-year-old inside the operating theatre at Changi General Hospital at Simei Street 3 between 11am and noon on April 5.

He is accused of touching her on a second occasion, and a third time at about 2pm.

The specialist works in the hospital's Anaesthesia and Surgical Intensive Care department.

Harbour is built.. but the warehousing is still being built.. when this task is completed and when the facilities in place to store the goods, ie: in bonded warehouses, then the ships will come.. If ships come carrying goods now?? where do you think they are going to store these goods?? Under a Cajun Hut??..

limited to 'Holland' in 1950. Electricity can be generated by 'Sea', that is completely the most cheapest way, but capitol investment is very high.I believe he was not killed, but no one of the governments after completing this 'Great Job' similer to constructing 'Hoovers Dam' in U.S.A. did not honour this great man. It was a 'Brain Child' of this Srilankan graduate of engineering

Actually Laxapana is Wimalasurendra s brain child. He did his part of graduate studies in UK. He prepared all the detailed plans and designs for Laxapana and got the approval of the then Senate for the project, i cant remember the project cost that time but can be found for you if interested. But when he was bout to start the work, to his astonishment, the big boss Sudhdha in the DGEU that time asked Wimalasurendra to handover all documents on laxapana in his posssession to a young Engineer(anotherrrrr white fellow) and he was kept away from Laxapana works.
Then the highly worried Wimalasurendra got 3 years leave and came to UK and did his further studies there.
During that 03 years young chap spent all the allocated money on access roads, staff quarters etc and had left with no money to start the main project work. So the project got tuck there.

by that time Wimalasurendra returned to the island and he did not get a good welcome. He was not deterred by these but was determine to implement Laxapana. With this objective he entered politics and entered the Senate. There he started his second attempt to implement Laxapana as a politician, which he could not do as an Engineer. There according to records he had to struggle to get the approval of the Senate to get the funds allocated. Because of the previous experience of utilizing all the allocations just for preliminary works, senate was reluctant for a second attempt. That time, Senate had appointed a committee comprising Sir John, DS Sena, and other guy( I forget the name) to look in to this and finally the committee approved it. This enabled Wimalasurendra to go ahead with the Laxapana. Then he appoints Engineer Upasena , a very good golaya of him as incharge of works. That is how Laxapana was implemented by him and to honor him, gvmt named 50MW power station built under Laxapana scheme in his name(Wimalasurendra power station ). We hold an annual memorial lecture and his Bday celebration in CEB with several actitivities. The engineering community in SL continues to honour him and no one say that we have forgotten him .

Even Mahaweli was also a 'Srilankan Idea' which was funded by 'Foreign Aids'. There are a lot of Srilankan 'Experts' in various fields ,but they do not like to invest their 'Knowledge', because, as I already mentiond 'SATAN' in this regeme is not happy with them. I believe very soon all of we can see , W.A. Silva's nice novel 'Wijayaba Kollaya' will be live in Srilanka soon.


Also if you remember it is geeat Sirimavo bandaranayake, started Mahaweli scheme using local money and local experts. That time she planned it to build it in 30 years fully uitilizing our own resources.
Our own Engineers built Polgolla, Ukuwela and Bowatenna. Idea was to build one by one and use the returns from the bult plant to the next one.
But then in 77 came the SATAN who made things up side down. JRJ the SATAN fathered the nasty culture of giving everything to foreigners on loans, that we see today. Infact today people complain about 10% for everything without any evidence but just based on hearsay, but during SATAN s period Mahaweli was built at 7 times of the then prevailing prices . That is how the Junior SATANs like Gamini D bought Apple estates and mansions abroad.
Major gvmt institutions like State Engineering Corporation, state development corporation who engaged in building major infra structure projects before 77, were allowed to collapse by depriving their opportunities and making room for foreign contractors. During SATANs time , those institutions were not allowed the 7% margin given over foreign bidders , the only benefit they could use over foreign bidders.
Today thanks to MR , both these instutions are flooded with works and they are on the way to their past glory. We give priority to them in most of the gvmt infra structure projects where they have a specialty.

Without going on heresay one should try to see the real SATAN.

This the way Chinese are trying to dictate the condition for their loans. Use our machinery, use our raw materials and use our labours.

Magampura Mahinda
Rajapaksa International Port

The construction work for the Magampura Mahinda Rajapaksa International Port has cost US $ 360 million.
Sri Lanka later sought more money from China to remove a massive rock in the seabed near the entrance to the Hambantota port.
The Sunday Leader exclusively broke the story in April last year that a rock, 10 metres in length, submerged by the sea waters, had been found at the mouth of the harbour in Hambantota, at a depth of seven metres.
This was after the port had opened with much fanfare in November 2010.
At that time we reported that the Hambantota rock cannot be blasted at once because that would damage the infrastructure already on board in the Hambantota Port and put up at enormous cost.
So what the authorities began doing was blasting it bit by bit where a third of the blasting work had been completed.
But the point is, that the deeper one goes, in the blasting work, costs also go up.


The fact is that the government had been warned by a consultancy firm called SNC Lavalin of Canada when they did a feasibility study under a grant during President Chandrika Kumaratunga s regime between 1994 and 2001. Afterwards another feasibility study at a cost of US$ 2 million was executed by Ramboll of Denmark when President Mahinda Rajapaksa was Ports and Fisheries Minister during the tail end of the aforesaid Kumaratunga regime with the cost being borne by the SLPA.
Subsequently, Sri Lanka Ports Authority Chairman Dr. Priyath Bandu Wickrama told The Sunday Leader in an interview that additional costs amounting to US$ 82 million (Rs. 9 billion) are due to having to blast and remove the bedrock found in the harbour.
This was also substantiated by Hambantota port chief engineer Agil Hewageegana who also last year told The Sunday Leader that Sri Lanka has sought US$ 85 million from China (over Rs. 9 billion) for this purpose.
Since its opening in November 2010, only five ships have come to the port including a vessel that was carrying books according to M. K. Tution who is the Director Planning at the Hambantota District Secretariat.
