Sri Lanka`s Prostitution thrives thro casinos

The modus operandi for prostitution in Sri Lanka s has gone high-tech as prostitutes and their customers use the internet to fix a location to meet, and transfer funds to bank accounts online, police sources said.
A senior police officer said, Prostituion is now carried out online as well to decide where a client and a sex worker should meet- and also to transfer monies online to bank accounts for services provided.
Described as the world s oldest profession, prostitution has been practiced by both sexes, while many countries have recognized the profession, officially, as well. Sri Lanka, though, has not yet been included into that exclusive group of countries but the industry has started thriving after the war as recreational facilities and entertainment have been on the rise, according to police sources.
This was revealed to LAKBIMAnEWS by senior police officers who are involved in cracking down on the activities of sex workers across the country.
Prostitution as a profession takes place on a large scale in five-star hotels, night clubs and casinos, it is alleged. In addition, the profession has the protection and the blessings of the police and some politicians, it was further alleged, restricting law enforcement authorities from taking appropriate action. As such, the profession that is considered illegal continues to thrive due to the patronage and protection it receives from influential quarters.
Casinos operate under the facade of `foreigners only` in order to keep the police away from those premises. A casino owned by a leading casino operator in the country, who himself is a billionaire businessman cum an influential ministry official accommodates 200 high-end foreign prostitutes in a given night. These women are given `playing chips` worth Rs1000-Rs2000 so that the cops who raid the club would be duped into believing that they are gamblers. They however are high-end prostitutes who operate under the patronage of the casino owner.
It has also been alleged that many an illegal activity that takes place involving sex workers in the metropolis is carried out by two politicians backed by two millionaire businessmen.
Police sources say that sex workers who engage in prostitution in night clubs and five star hotels are owned by these politicians and businessmen. They have brought down sex workers from China and Russia as well for this purpose.
The police recently raided a night spot situated at D.R. Wijewardena Mawatha, Colombo 10, in this regard.
According to sources, they raided the night spot following a tip off received that prostitution was taking place under cover of night-life for some time. The police had, post raid, detained eight sex workers and the manager of the night club.
Patronized by the elite
This particular night club is patronized by the elite of society VIPs, MPs, top businessmen and civil society leaders, police sources say.
According to police sources prostitution in Sri Lanka comes under three categories the top most bracket ply their trade in prestigious five star hotels and night clubs and are tagged high class sex workers. They are invariably patronized by the moneyed and so called influential of society.
But it is the middle-class sex workers who get caught in the police net more often than not. This segment of sex workers sell their services for Rs5000 to Rs6000 per hour. Most of the actresses in tele-dramas who were nabbed recently by the police also fall into this category.
The very bottom rung of sex workers are those who ply their trade on the streets. According to police sources such sex workers are readily available and they offer their services even for sums less than Rs1000.
According to highly placed police sources, prostitution is also conducted in vehicles with sex workers brought to a particular location and the sex act conducted in the client s vehicle.
Top police officers told this newspaper that in places such as massage parlours and karaoke bars prostitution is practiced under cover, allegedly with the blessings of VIPs.
Sex workers are also recruited through press advertisements which state that employers are in need of good-looking young women who should be able to work and stay over at night, with handsome remuneration on offer.
Gullible and jobless young women dreaming of a profession who have no clue whatsoever as to what they may be getting into end up becoming sex workers through this process.
According to SP Manoj Kumar of the Women s and Child Protection Bureau (WCPB) a woman who had engaged in the flesh trade in Colombo while masquerading as a beautician, was arrested. SP Kumar is of the view that the existing laws and regulations are wholly inadequate to contain the on-going activities of sex workers and prostitution as a whole, as the maximum penalty imposed for engaging in illegal sex is Rs100 at present.
Even street sex workers could be subjected to a similar fine. According to statistics collated by the WPCB, there are over 4000 sex workers engaged in the trade at this point in time in Sri Lanka.
However, of that number only less than 10 per cent get apprehended by police, due to the fact that the trade receives protection and patronage from highly influential quarters, leaving the police helpless in many a situation.

In Sri Lanka, all the Crimes are supported by the Parliament. |

In Sri Lanka Casinos are not banned for low income people as it is in Singapore. |

The IMF said today that Sri Lanka s economic growth may slow to 6.75 per cent in 2012 and inflation may rise to 9.5 pc by year end.
This will require monetary policy to be kept tight, for the time being, said John Nelmes, head of a mission to Sri Lanka at a media briefing in Colombo today (June 15).

Only two states allow casino gambling, Goa and Sikkim.
There is one casino in Sikkim and 12 in Goa, of which seven are land based and five are floating casinos that operate on the Mandovi River.
