Billion has two values depending on where you use it.
Not based on American or British English.
It is nothing about English.

Out of jail, Sri Lankan ex-general says government must go
He was pardoned by the president and released from jail, but Sri Lankan former army chief Sarath Fonseka had nothing but scorn for the government on his first day of freedom and vowed to fight for its downfall.
Fonseka is repaying his Gratitude to USA for his release...

Let the games begin.
Here are pictures of a Buddhist stupa constructed at the pathway towards Mullivaikal. Mahavamsa Mahinda has come up with an ingenious way to start the reconciliation process by installing a statue of Buddha and, if possible, construct a stupa, near Hindu religious sites of historic significance to Tamils and at places where thousands of Tamils died in May 2009.
The Buddhist stupa in question is not too far from the Sri Lanka war memorial constructed at Mullaithevu, with Sinhalese inscriptions. Then, you have another big war memorial constructed at Elephant Pass.

Is AnuD behind this idea?
What will Sarath Fonskeka do now? He is on record as stating that Sri Lanka belongs to Sinhalese Buddhists. He stopped short of saying that 'minorities are like vines on the tree', courtesy one of our former Prime Ministers who was, once again, feeding on the Mahavamsa Mindset. What game will Mr. Fonseka play to get the top position and then only to play the same-old-tired politics of division and use the powerful office of the Executive Presidency to maintain Emergency Rule and keep the northern part of the country under Sinhala military rule? Or, will he take the path of Emperor Ashoka? Has he really seen the light and realized the true path forward for Sri Lanka?
People have forgotten the hat Mahinda Rajapakse wore just ten years ago. Back then, he was a champion of human rights. Google Jaffna Public Library burning 1981 and see what he said about that crime. That was then. Now, as the President, he talks in double tongue and has basically eliminated all viable political opposition to He and his brothers having 100% control over all matters of concern to Sri Lanka.
Somerwhere in here is the picture of Mahinda Rajapakse having a jovial momemt with his friend, Iranian President Ahmajinedad, along with lots of other interesting pictures:
