Sri Lanka welcomes Japan s stand on human rights

The Sri Lankan government yesterday welcomed Japanese declaration that no country has a perfect record on human rights.
`We hope those human rights champions will take note of the Japanese sentiment,` a senior government official told The Island yesterday. The Japanese statement couldn t have come at a better time, he said.
Minister Sakashita Osamu of the Japanese Permanent Mission in Geneva told the current session of the UNHRC: `No country has a perfect record on human rights, and countries need to be given time, space, encouragement, advice, and where appropriate, concrete assistance in order to overcome existing challenges. The political, socio-economic and cultural contexts of each country duly need to be considered when addressing human rights issues.
`Too often a false dichotomy is constructed between the universality of human rights per se and the particularity of specific human rights situations. Discussions, including those by this council, need to combine the two essential facets of human rights issues in a constructive manner.`
The official said that of the four Co-chairs to the failed Norway-led peace process, only Japan had been fair. The GoSL really appreciated the Japanese stand amidst politically motivated US-led effort to bully the country. The other Co-chairs, the US, Norway and EU lambasted Sri Lanka, with UK s human rights minister, Jeremy Browne calling for UN intervention in Sri Lanka.
Sri Lanka s Permanent Representative in Geneva, Ms. Tamara Kunanayakam thanked Japan for recognizing Sri Lanka s will to implement the recommendations of the LLRC during Wednesday s sessions. Ambassador Kunanayakam urged Western powers to constructively engage with Sri Lanka, both bilaterally and multilaterally, in a spirit of cooperation, without resorting to action within the Council. She called an end to unwarranted intervention, which would have an adverse impact on the reconciliation process in Sri Lanka.
External Affairs Minister Prof. G. L. Peiris will reach Geneva over the weekend to spearhead Sri Lanka s diplomatic efforts. Prof. Peiris will join Minister Mahinda Samarasinghe in charge of human rights portfolio explore ways and means of countering the US sponsored resolution.
General Secretary of the Communist Party senior minister Dew Gunasekera told The Island that the GoSL should appreciate India s position. The Indian government had fully comprehended the ground reality, the minister said. Asked whether the US-led move had isolated Sri Lanka, Minister Gunasekera emphasized that many countries could be vulnerable to Western manoeuvres if the US-EU-UK grouping succeeded in Geneva next week. He said that those proponents of the resolution were all out to set a dangerous precedent.
Minister Gunasekera pointed out that India had been unjustly criticized by Special Rapporteur on human rights workers Margret Sekaggya at the current sessions. `There is no need for me to repeat India s response except to say New Delhi, too, alleged a Western funded NGO conspiracy.` In fact, the statements issued by India and Sri Lanka in response to the Special Rapporteur s claims were almost the same, the minister said.
