War Criminal got `AppU`

Sri Lanka`s deputy permanent representative for the UN, Major General Shavendra Silva has been dropped from a group advising Secretary-General Ban Ki-moon on payment to troops participating in UN peacekeeping operations.

The AP has reported that the group`s chair, former U.N. deputy secretary-general Louise Frechette, said in a statement Wednesday that after consulting other members she had advised Major General Shavendra Silva that his participation is not appropriate or helpful.

She has not given further explanation, but Silva headed Division 58, which was named in a U.N. report in connection with alleged war crimes.

The report by a panel of experts appointed by the secretary-general concluded that tens of thousands of people were killed in the last five months of Sri Lanka`s civil war, primarily by government troops. The 26-year war between the government and Tamil Tiger rebels ended in May 2009.

AP reports that a call to Sri Lanka`s UN Mission early Wednesday evening seeking comment was not answered.

Philippe Bolopion, United Nations director for Human Rights Watch, praised Frechette`s action.

By defeating Silva`s attempt to pose as a respectable peacekeeping expert, Louise Frechette took a principled stand, he said. She should not be left alone defending the U.N.`s integrity. Member states and the U.N. secretary-general should publicly back her decision.

A top UN peacekeeping committee on Wednesday barred a Sri Lankan general accused of carrying out a military onslaught against civilians.

But Major General Shavendra Silva still attended the first meeting Wednesday of a special advisory panel to UN leader Ban Ki-moon. He sat in the room but no other member spoke to him and no documents were given to him, diplomats said.

Silva's nomination to the panel by Asia-Pacific countries at the UN set off a storm of protest by rights groups. A Canadian official who chairs the special advisory group (SAG) said in a statement that Silva 'will not participate' in the panel's work.

it's an interesting case.. does the head of the group (or other members of the group) has authority to override an appoinment by the member states? if thats teh case it looks like the head of the group is more powerful than the Ban Ki Moon himself as he said he cant do anything about it..

According to his statment this was a well thought out decision after taking into consideration the other members of the group.
Even from Asia, India, Bangaledesh and the Paki's had openly stated that SL should fix it.

Even the grounds keeper at UN is more powerful that Banna Kiyana Moon. :)

Can you tell me one thing that Banna Kiyana Moon has done in the last five years that he has been at the top, that shows him as a capable a competent Sec.Gen.

This is another attempt by deluded war criminals to legitimise their crimes. Each time the world has rejected them after apparently being complacent first. It shows that justice will finally prevail in the civilised world.

Deluded by Mahavamsa, they have the audacity to middle finger the world, thinking that everyone else is a fool. At this rate they may try nominating Gotabhaya for the UNHRC chairman post.

Here are a few attempts that nearly worked:
1. The Time magazine fiasco - Mahinda led the pack for a long time before he was unceremoniously dumped.

2. Trying to address Oxford Union - again he got himself invited to the forum graced by the likes of SWRD and Kadir, both intellectual giants compared to this parvenu.
In the end he had to run back to SL leaving his sarong.

3. Commonwealth games for Hambantota - another joke that turned sour after great expenditure.

4. Appointing war crim to UN panels - this time the crim was shown up for what he is. He could have avoided all this negative publicity had he been content with just living in NY and selling war crime evidence to Tamils. But he wanted more...

We do have one more thing to prevent: the CHOGM in SL. Either Pons anna shoud be ruling by then or it should not happen in SL. Canada has started the ball rolling by saying they won't attend.
