I am thinking but I am not getting the point. KP was useful for GOta and company and therefore he was not put in jail. Money may be secondary. Same goes for Karuna.

Earlier Karuna Amman was Govt. s best friend.In order to protect the life of Karuna Amman from Prabhakaran, the Govt. sent Karuna to the United Kingdom on a forged passport made for him.. Later , he was made a Parliamentary member via the National list. He was also made a Minister and appointed as the SLFP Vice President . When Prabhakaran died , it was Karuna who assisted the Govt. to identify the body of Prabhakaran. The Govt. also enlisted the support of Karuna to launch verbal assaults on India and Norway . Karuna was made to speak about how India helped the Tamil Tigers in the eighties , and the manner in which Norway helped Tamil Tigers in 2002 during the peace negotiations. Indeed, Karuna was Govt. s brightest star in its galaxy at that time. But , after the war was over and Prabhakaran was killed , Karuna s star was on the descent. .

At the last General elections when the Govt. pressurized Karuna to contest the Eastern province PC elections , Karuna was reluctant and refused the offer. In case Karuna had contested he would have faced a humiliating defeat .

the only reason I can think or you might say is KP wanted to help the Gosl and north..all hardcore LTTE can say the same who are right now in prison..will Gosl release them..
