Subpar Construction On Colombo-Matara Expressway in Sri Lanka

Following a University Of Moratuwa report, three bridges on the new Southern Expressway have been demolished and reconstructed to adhere to better safety standards. They have recommended the overhaul of twenty-eight more.
The 126 km long expressway is expected to connect Colombo and Matara in one and a half hours, bypassing the congested coastal Galle Road. There are also plans to extend the road to Sri Lanka s second international airport in Weerawila, Hambantota. The project is funded by the Asian Development Bank and the Japan International Cooperation Agency. It is built partly by Chinese contractors who have previously revised cost estimates up, almost doubling them for certain sections.
The report presented by Project Director of Southern Expressway S. Mehandan showed that 28 of the 73 tested bridges needed to be completely overhauled and reinforced. This is a failure rate nearing 40%. In the 2010 Budget speech the government stated that they expected the road to be completed by 2012. This is a revision from the earlier completion date of 2010.

| Expressway to freedom...... THE majority of Tamil asylum seekers are genuine refugees and claims they are radicals and terrorist sympathisers are a fiction being pushed by the Sri Lankan government, experts say.
The response comes after claims were aired that as many as half of the more than 1000 Tamil asylum seekers who have arrived in Australia since 2008 are either former Tamil Tigers or their supporters.
Terrorism expert at the Australian National University, Clive Williams, said most Tamils would, as a necessity, have contact with the Liberation Tigers of Tamil Eelam (LTTE), given the group ruled a large swath of northern Sri Lanka, but that did not make them potential terrorists.

This is the major problem in Sri Lanka. If one makes a quick buck after doing the work properly, people don't actually mind that. However as in this case, they try to do that by compromising the quality of the work!
Can we get genuine estimates for quality work, and add 10% to that for commissions? |

This has nothing to with Wimal or Rajitha. The project is under the control of RDA, which in turn is under the Ministry Highways. However, this project construction was done in several segments by several companies.
The project management had some problems and Secretary Karannagoda is currently addressing some of them. In addition, they added two lanes to the last segment so that we have a full 4 lane minimum freeway up to Mathara (Godagama). All in all, I believe that Project Management is partly responsible for this issue at the segment level. |
