Other projects listed by Simple mind will be a reality because few of them were in place earlier and just needs to be rebuilt. India has a proven expertise on executing such projects.
In the case of underwater power line, this is India's first one. For such a challenging to be successful three vital elements are to be in place.
#1. Money & Collaboration - which I think India can channelize it considering the growth she is experiencing and the network she is building up.
#2. Indigenous Science & Technology - Our scientist are very hard working and we have brilliant minds to take up the challenges head on.
#3. Political will & the Foreign policy - This is where things can get messed up.
a) TN Assembly elections in early 2011. TN voters are thinking that Tamil Nadu has become the private property of Karunanidhi.
ie.., North and South of TN are given his two sons Stalin and Azhagiri respectively. Kanimozhi has become the natural heir for the Tamizh literary fame he has accumulated. Marans, the grand nephews enjoy TN representation at Delhi
Relationship between Congress & DMK is all time low, thanks to A Raja. So Congress should somehow be be associated with the winning alliance. Recent comments by Rahul is an indication for other major party ADMK to forge ties with congress.
Development activity in war ravaged areas of SL and the TN politics is inseparable. DMK or ADMK , doesn't matter, in order to have a say in TN related politics in the future.
b) By 2014, India will be gearing up for her next parliament election. With so many multi billions scams (2G, CWG 2010, Land deals, Mineral deposit, defense deals) rocking the UPA II government, Congress has to do some thing extra ordinary in the remaining 3 years to win the mandate once again. I am not sure, whether Sonia and MMS can pull it off.
c) Balu the ex-union minister in the UPA 1 government screwed up the Sethusamudhram project. I am not sure when that scam would rock the nation.
d) India wants to have her presence felt at north+eastern parts of SL either physically or economically. This will have an effect on the the good will between GOSL & GOI.
e) I am not sure what would be magnitude of this project in terms of corruption. If the Indian regime changes, then rules of the new government will be busy in digging up eventually our foreign policy will also change.
Considering the above risks, I doubt that this project would ever take off. Honestly I see them as sweet statements to attract the TN voters like Chennaiguyy & co.
But as you said we can be optimistic.
