I don't think the 13th amendment should be implemented as it is. It was drafted by JR under pressure from the Indian's. The federal system such as separate police powers for the provinces is not necessary for a small country like Sri Lanka. India is a big country where administration needs to be delegated to maintain control but its not so in this case. So MR is right to say that a home grown system is more suitable rather than trying to make the Indian system fit here.
