Yes, it was a Tamil Kingdom, the Tamils cholas were the founders of the city of Sana Natha Mangalam or Polanaruvai as their capital. Initiallzy they built the city as their capital. They shifted the capital from Anuradhapuram to Polanaruvai. Still, you can see Tamil architecture everywhere in the Tamil Chola Capital of Sana Natha Mangalam.

Who is this he, who built the temple.

The Tamil emperor Raja Raja Chola built that temple in Polanaruvai. His mother was Queen Vaanvan Maha Devi. The Sinhala racist let it ruin that temple and preserving other monuments. They used to allow one Tamil priest to go and light the Temple, now they don't allow any Tamil to worship at that temple.

	The only good thing in chola's is that they didn't distroy the Anuradhapura buddhist structures on there 60-90 years of rule. Although didn't do any maintenance, when King Vijayabahu captured it back he had a lot of work to do.
