Practically not possible. One may have to go to a singhalese area, not comfortable going there due to riots that happened every now and then. It is like the scare you may have to go to LTTE controlled area from 1983 - early 2009.

But Sinhalese and Muslim army walked in to LTTE territory and destroyed them all.

4th, last & the major question, how do we stop any future riots ( including 1983 riots, 1981 Jaffna library burning, 1974 tamil conference killings)?

dude learn the history first then ull get all the answers,
all those riots didnt occur out of blue, all the agitation start since the communal and tribal politics started by tamils since the early 1900s, and to get things straight how many riots happened after sri maha bodi masacre,temple of toothe,aranvila,and all the other tamil brutalities against the sinhalese and muslims?

There are tamils living in the south, but tamils living in the exclusive tamil areas are not comfortable going to a sinhalese area to get the document translated. not to mention the unnecessary travelling.
