India To Set Up 14 New World Class Universities From 2010

India`s Human Resource Development (HRD) ministry plans to set up 14 innovation universities in the country from 2010 to build disciplinary focusses and push research and development.

Speaking at the CII University-Industry Council Symposium in Shibpur, HRD Minister Kapil Sibal said, We will set up 14 innovation universities with each university focusing on innovation and research in different subjects, Some of the areas identified are health, environment, new technologies for power plants, etc. We will also promote contract and auction research to raise money.

We are looking at collaboration with private partners so that initial funds for infrastructure development can be taken care of. We will start a university-industry congress that will celebrate national awards, among other things. The move should also boost PhDs in the country. said Sibal.

In India, every year, 900,000 students enrol for engineering courses but only 12 per cent make it to college after plus II. The global average is 27 per cent while the figure is 50-70 per cent in Europe and the US.

The target for India by 2020 is that at least 30 per cent of school passouts should make it to college, Sibal said.

The human resource department has earmarked Rs 31,000 crore for state universities. Every university should have its own website providing as much clarity on courses, faculty and infrastructure as possible. Also, we are putting together a system in universities so that `achievers` are given incentives. Simultaneously, non-achievers will be encouraged to perform in order to avail of these incentives, he said.

Sibal also said that his department was working towards bringing uniformity in the school system so that one common apptitude test could adjudge all students, irrespective of the school board.

India has around 41 boards in the school system. There should be some uniformity of standards across boards, Sibal added.

In a first-of-its-kind effort, Mr Sibal, who is currently in the US, will meet with members of the Obama administration, university officials, and industry representatives, to build up education partnership with the US. The minister will also firm up the contours of the proposed India-US Education Council.

Mr Sibal will be meeting with the US secretary of education Arne Duncan. Plans for greater collaboration will figure in their meeting. Special focus is expected on charter schools, vocational education options and twinning programmes at the higher education level.

Besides the ministerial level meeting, the HRD minister will meet presidents of Harvard University, Boston University, Yale, Duke University, University of Georgetown. Mr Sibal will also meet with the president of New York Academy of Sciences Ellis Rubenstein and president of Massachusetts Institute of Technology Susan Hockfield.

Sources in the ministry said that Yale has already indicated its willingness to set up base in India and to collaborate on an innovation university. The government proposes to set up these universities as global centres of innovation and would like to draw on the talent and expertise of leading universities. We are looking for a collaboration for two or three of the innovation universities, a senior ministry official said.

This initiative is part of a larger plan that aims to create 500 million skilled workers in india by 2022.

While the parliament has already cleared the 'Right To education bill' that makes education mandatory for children between 5 and 14 years, the efforts to improve the quality of higer education is also in full swing.

Needless to say that 500 million skilled workers is a very ambitious target, achieving of which will change not just India, but the whole region and world.

This is a much better utilization of funds than wasting it on space research while a large part of the population is below the poverty line.

Are low caste students allowed in these universities? Make sure the maurading high casters do not beat them up again.

A good progress by Indian government. there should be a unitversity for each field, like university of Medical science, university of engineering etc.

And university should be directly linked to companies.

India has very good universities. Specially IIT is recognised around the world.

However, most of the Indian undergrad degrees are 3 years and they don t consider as degrees in north america.

Talk is cheap! But carrying out is the problem! How is that those universites are going to be World class..on what basis..

Which university in the world India is going to take as the bench mark to say that these are going to be world class..

University of Maryland?

As soon as you setup who is going to give you the accreditation to say it is world class University.. It is not easy to get the accreditation cos even the buildings has a specific requirement to fullfill!
