Vote-on-Account: Sri Lanka Govt. seeks staggering Rs.361 billion

With the Budget not being presented this year, the Cabinet yesterday approved the Vote-on-Account seeking a staggering Rs.361 billion for next year, government sources said.

They said that of this amount, Rs.197 billion is for recurrent expenditure, Rs.158 billion for capital expenditure and Rs.6 billion for Advanced Account Activities.

The government had decided on a Vote-on-Account instead of the customary Budget based on the premise that the term of the present parliament was due to expire in a few months and a majority of government members expressed the view that the incoming government which would be elected to office next year should be given the onus of presenting the Budget.

According to parliamentary tradition, a Vote-on-Account is presented when funds are required prior to the approval of the annual Budget and it is usually done when a general election is on the cards and there is inadequate time for the outgoing government to present a Budget.

Normally, a Vote-on-Account approves the expenditure requirement for a period of four months while even the debate on it is only held for one or two days.

The government is expected to take up the debate on the Vote-on-Account next month.

Meanwhile President Mahinda Rajapaksa is reported to have requested Ministers last evening to on the look out these days for anti-democratic activities being planned.

Everyone should keep their eyes open since certain activities which are a threat to democracy may take place, he said.

Political sources said UPFA leaders were expected to have several meetings this week to decide on campaign strategies for the next major election on the pipe line. Senior presidential advisor Basil Rajapaksa is expected to spearhead the campaign while contesting the next general election from the Gampaha district.

GOVt want to be very careful with the budget when there is an election head on.

So, this covers up expenditure for next few months.

Nothing much.

Do they have to present this to the parliament scrutiny ?

They branded all of as, traitors since who spoke the truth. The government used the military for its political expediency. After that they are being discarded in a humiliating manner,

There is no need for the government to have an inferiority complex regarding Gen. Fonseka who has not done anything wrong. The government has turned against him because of its mere inferiority complex.

Saramarta dagen.....gamana gihama, sarama gasanawa../
