if you see these 2 maps then you can guess what would be the consequence if the tank bund is blown up. As defence ministry says flooding affected area
Jeez.... the water has already receded... tracked and wheeled vehicles are passable. Foot soldiers are not affected..
BUT!! The Fortress Peelam 'bricks' aka, 'the people' are gonna suffer for a few weeks now as the floods virtually destroyed all the fresh water supplies and contaminated the wells.

Defence.lk says Ramanathapuram, Dharmapuram and Visvamadu got flooded but there aren't any civilians in those areas, Kalmadu tank is very small compared to Iranamadu Tank.
only some Army men around the Kalmadu tank would have affected.
