Who else can you do to create jobs in Vanni? It was a well-thought-out Economic Stimulus Package. It even had Sinhalese employed.

If they come back. After the 2002 CFA, they did and spent time to holiday and visit their relatives. They didn't complain. The only complaint I heard was the 'declarations and duties' they had to pay in the North.

They got the free education and moved overseas and expect the GOSL to make everything hunky dory when they return back.
Who is coming back? Not the Doctors and other professionals who own homes in upscale neighborhoods and send their kids to study in the top universities. Many of their children don't even know Tamil.

Mostly yes. This is where their feudalistic mind comes in. It wasn't 'their people.' The immediate family unity was, in general, maintained. The family's ancestral identity also, more or less, kept intact. This war was mostly fought by the 'peasants', not the educated middle-class.
Did they do anything else ?
Yes. With the help Sinhala extremist forces, they helped to turn Sri Lanka into one of the most militarized States in the world, resulting in over 70,000 deaths.
