Why are you twisting? Isn't it a sin for a Buddhist to lie like this? The NGO's meant, the GOSL is not sending enough food and medicine and they don't allow any building material for people to protect themselves from the monsoon rain etc. That's why they said the condition is similar to the famine in Somalia. :))
