The status of the Basic Services to the Poor in India
The situation of sewerage and sanitation is perhaps the worst among all basic amenities. At the country level, 54.4% slums do not have any toilet facility. (NSSO 1993).
As is the case with other amenities, there are considerable variations in access across states. Thus Punjab, Haryana, Rajasthan, U.P., Bihar, Orissa, M.P., Karnataka, Goa and Tamil Nadu have more than 50% populations not covered by toilet facilities while West Bengal, Maharashtra have less than 25% slum population not covered by toilets.
There are variations in availability of amenities across the size of cities too. Thus, except for Delhi, Surat and Indore all million-plus cities have covered more than 70% slums through toilet facilities.
The presence of toilet facilities in million plus cities however, does not mean adequate access. There is a tremendous dependence on public / shared toilets with ratio of persons per toilet seat ranging from 56:1 to 273:1 in a city like Mumbai. (YUVA and Watson, 2001). The situation is further worsened due to the poor level of maintenance of available facilities which renders many toilet seats useless.
This is for the % of poor who does not have toilets in Slum !
