Definition of Nation is not based on the majority or the control of territory. For example, the native people of Canada are called first nation people.
There are many nations without land and many ancient nations lost their historic territories due to the european colonization. Palestinians don't have their country but they are a nation. People of Kosova didn't have a country of their own for centuries but they were considered a nation.
The Tamils of India and Sri Lanka are nations with long history, unique language, customs and contiguous well-defined territories.
