EVERY SLDF soldier has been given the license to kill him or capture him. How they will use that will be at their discretion and no tribunal will hold it against anyone who does put a bullet in him. |

OBJECTIVES: To develop intervention strategies for reduction of HIV transmission in areas of Tamil Nadu where prostitution has been existing traditionally. METHODS: Due to various socio- religious factors including the 'Deva dasi' system prostitution has been practiced in several parts of Tamil Nadu over centuries traditionally. There is greater tolerance and acceptance of these practices by the local people unlike in the Urban areas where prostitution is stigmatized and repressed. The study used participant observation, focus groups and indepth interviews to gather a picture of the concepts, practices and understanding of the world of the men and women involved in traditional prostitution. RESULTS: The lack of stigma, non interference by police, low cost of sex (Rs.10 to Rs.20 compared to minimum of Rs.100 in cities), easy accessibility, willingness to provide all types of sexual practices (oral, anal often refused by non traditional women and vaginal) has encouraged a large flow of clients from neighboring cities. Students, truck drivers, factory workers form majority of the clients. Entire villages often of 200 to 300 women and their husbands are involved in the trade, with husbands acting as pimps. Children also encouraged to take up the profession as it is a tradition. Study in 7 traditional places of prostitution in Tamil Nadu has shown that condom usage is negligible. Condoms are not available in or near the villages. No awareness about HIV/AIDS. STD care by traditional untrained healers. CONCLUSION: Strategies to minimize HIV transmission include targeted IEC, increased availability of condoms in the villages, use of Panchayats (traditional local governing body comprising of people from the village) to change norms, using religious festivals and occasions for outreach, using the traditional priests (Guru) as change agents, peer education and access to STD care and treatment |

but I doubt VP will make it to Colombo...
If he does, he'll have to spend two hrs at central bank, 1 hr at the fort railway station, 1hr-Nugegoda and some other special places so that the public can treat him nicely. We'll send him to India after that..(or what's left of him) |

NEW DELHI: 'States like Tamil Nadu, Maharashtra, Andhra Pradesh and Karnataka have the highest prevalence of HIV in India,' says UNAIDS India chief
Dr Dennis Broun. A study of prostitutes in Tamil Nadu found 50% of them had been infected with HIV.
For the first time, NACO also admits that the figures could be correct. A senior NACO official said, 'India does have 5.7 million cases if all age groups are considered. But we also have to take into account India's population. The South African model isn't even comparable.'
The report says 18.8% of South African adults were living with HIV. The corresponding figure in India was 0.9%.
Released a day before the UN General Assembly on AIDS kicks off in New York where NACO DG Sujatha Rao is representing India, the report revealed some interesting figures. To date, around 65 million people have been infected with HIV.
AIDS has killed more than 25 million since it was first recognised in 1981. The vast majority of 38.6 million people living with HIV in 2005 were unaware of their status
