US Congress moves for Int l. Monitoring Mission in Lanka

A resolution has been tabled in the US Congress calling on the United States government and the international community to encourage the deployment of an international human rights monitoring mission in Sri Lanka and help maintain law and order in the embattled island nation.

Resolution 1338, sponsored by Representative Brad Sherman of California and co-sponsored by Congressmen Frank Pallon Jr. of New Jersey and Jerry Weller of Illinois, has messages for the Sri Lankan government, TMVP, LTTE and the US President. The preamble clauses accuse the TMVP of being `formally allied with the government` and continuing to `commit serious human rights violations and criminal acts with impunity.`

`All sides to the conflict` were accused of human rights violations `including extra-judicial killings, shelling and bombing of civilian areas, unnecessary prevention of the delivery of humanitarian aid, undue restrictions on the freedom of movement of internally displaced persons, and widespread impunity for serious human rights violations.` It `condemns the continued attacks on civilian population by the LTTE,` `urges the immediate cessation of violence` and calls upon both the LTTE and TMVP to `immediately end all recruitment of children as soldiers and to release all child soldiers currently in their ranks.`

The Sri Lankan government is urged to stop the war by pursuing `a political resolution, rather than a military solution` and to `allow necessary relief supplies to reach the Northern Province unhindered.`

Echoing the sentiments of both the annual State Department report on human rights in Sri Lanka and recent murmurs from the French government, Resolution 1338 also insists that the government `investigate and prosecute the numerous disappearances and attacks on humanitarian workers and the media` and take `immediate steps to address the legitimate grievances of the Muslim, Tamil` and other minority communities whilst providing `safe living conditions` for IDPs.

The resolution also recognised that the 25 year long war `has seen the deaths of over 75,000 primarily Tamil people and the emigration of as many as 1.5 million civilians, who were forced to flee the fighting.` Also highlighted was the fact that the `breakdown of the 2002 ceasefire` caused the `killing of hundreds of civilians and internal displacement of over 200,000 people since mid-2006.`

The government has `severely undermined the chances of a renewed peace process,` the resolution states, by pursuing a `military solution to the conflict,` which has caused an `increased numbers of disappearances` and justification for `severe restrictions on humanitarian aid workers.`

If the resolution is passed, Congress would be calling on President George W. Bush, or his successor, `to publicly urge Sri Lanka to accept an international human rights monitoring presence on the island, which would deter, monitor and report attacks,` an idea that the incumbent government has thus far stiffly resisted.

The bill was referred to the House Foreign Affairs Committee, a powerful legislative body charged with oversight of US government policy concerning foreign relations issues, including the `review of sectarian violence and prospects for peace in Sri Lanka.`

The sponsor of Resolution 1338, Representative Brad Sherman, sits on the 49 member House Foreign Affairs Committee and its sub-committee for the Middle East and South Asia. Sherman is also the chairman of the Subcommittee on Terrorism, Non-Proliferation and Trade.

Democrat party in the USA would always take the side of the Terrorist or the criminal or the anti-religious, anti-establishment, radical element.

People who bash BUSH and his party, wait till the November election in the USA, you will see the real colors of Democrats.

Do not forget the two US Congressmen of Democrat party, who accepted money from the LTTE and visited the LTTE controlled north in Sri Lanka a few months ago. Those two Democrat Party bastards gave the LTTE terrorists a lot of propaganda advantage !

If you are in the USA, open your eyes and look at the situation. Democrats will bring down the world peace !!

Dear Damed,

The US is not a homogeneous entity. There are TWO parties in the USA, just like there is RANIL, and MR in sri lanka. If the IC listen to Ranil they would be totally mislead about SL intentions too.

Same thing in the USA. The Democrats raise Hell against Iraq, Afghanistan too. They put US soldiers in Jail, they cause a lot of problems inside the US. IRAQ war is very very very unpopular inside the USA. Democrats have the upper hand on propaganda. Just like the LTTE had the propaganda advantage in the international arena for the past 30 years.

This is a good move for the installation of Int.l.Monitoring Mission in sri lanka but if sri lanka refuse to accept United States and European union should cancell all special trading deal with Sri Lanka.

Under the special emergency Act Thousands of tamils youths have been arrested by Sinhalese police and very often they are being released immediately on cash payments to the police oforc e by parents of these young tamils.

this is also one of the way adopted by sri lankan police officials to earn their life because of this civil wxar.

For the mid-night arrestation of 50 or 60 Tamils , they will earn nearly between Rs. 300000-500000 per each person. This is what happens.

Poor parents are forced to sell their houses and lands to get back their sons from the police stations.

A Indian gouvernment will certainly bring more and more pressure on Sri lanka for a peaceful settlement.this is also wish of many western gouvernments in europe.

Arresting poor Tamils in Kandy ara- the birth place of great cricket player Mr.Muralitharan can not be accepted and we are asking sinhnalese ungrateful race

Is this the way that sinhalese people and the sinhalese leaders respect our Muthiah Muralitharan?

Without Mr.Murali, Sri Lanka would havve been kicked out on each and every test match and those sinhalese poverty police men who arrested all these tamil youths should return all tghe money they have received from their parents immediately and we can not accept this type of business on Kandyan tamils.

don't touch these innocent tamils to feed your starving families in down souith.

This is a tough warning that we ,Tamisl would like to give to sinhalese police men.

What are they talking about, so much is happening in their own back yard, disappearances killings extortions etc.. what about shelling the Afgan civilians last week? 'Mewa thami w di bana'. any way this is USA and it's polices. whether it's democrats or liberals or any other. USA like the attention and wants to poke the nose in to everything. They have so much to worry about their country which is creating problems for the other countries economies,including Sri Lanka.
