All Tamils who live under VP grip are going to be Terrorists by hook or crook,No one can stop it if they fail to escape.
Tamils who opposed to Military agenda are mostly living out of Vanni.
There will be a mass civilian escape route, when next part of the thrust starts,most probably around Malavi.
Still too early to come to conclusions as LTTE is getting better chances to attack troops when they expand in Mannar MSR.
