Bakamoona,
1.I doubt whether a district court can rule whether a pariament enactment is 'illegal' -(or rather- unconstitutional)
Acts are passed after constitutionalty is tested . once done its un-done/amended by parliament.
(I'm no lawyer -only a TC)

Yes, the Court can rule if an Act is illegal or not.

The parliament makes the law and the Courts interpret and pass judgements as it was made clear below by the Privy Council, which was the Highest Court before SL became republic..

n 1962, S. Kodeswaran, a government employee, sued the government on the grounds that the Official Language Act of 1956 violated Section 29 of the constitution. Judge O.L. de Krester upheld Kodeswaran s plea and ruled that the Official Language Act contravened Section 29. The Government appealed to the Ceylon Supreme Court, and the Supreme Court failed to consider the constitutional issue. Kodeswaran appealed to the Privy Council. In 1969, the Privy Council set aside the Supreme Court s decision and directed the Supreme Court to rule on the constitutional question. (72 New Law Reports, p.337.)

2. There are Tamil Language special provisions Act etc., which are in effect amendments to the so called 'Sinhala Only Act'-

You make laws in Sri Lanka but from the top president-, to the bottom peon- do not uphold or enforce the laws. Examples: 13th Amendment was passed in 1987, still not implemented and according to the 17th Amendment , the president appoint Constitutional Council but he has not because he wants to make the appointments of heads of Police Commission or Election Commission himself to make them favourable to his govt or Party.

Devananda disturbed Ananthasangaree's long sleep:
I wish to lodge my strong protest against the setting up of a Special Task Force with Hon. Douglas Devananda as its Head, to administer the Northern Province. I have a right and also a sacred duty to my country to bring to your notice my protest. I have very many justifiable reasons to do so. The reasons for this belated protest are due to your being kept fully occupied in the Eastern Provincial Council problems and the assassination of Ms. Maheswary Velautham, a key Member of the EPDP of which Hon. Douglas Devananda is the Leader about whom this protest is being lodged.

What we need is a lasting solution for the ethnic problem without giving room for further agitation in the future. I strongly believe that a solution that could not be found under a Unitary System for over fifty years can now be found under that system, after so much of destruction of life and property.

The chief priest of a Buddhist Vihare in Baddegama police division in Galle district was arrested Thursday afternoon with a haul of explosives weighing about 60 kg on receipt of information conveyed by some members of the public.

Buddhist monks have become one of the most violent groups in Sri Lanka. The political violence to the country was introduced by a Buddhist monk by killing Bandaranayake. Now, they have gotten more sophisticated. The explosions in Colombo could be linked to these holly spirits as well.

Gota lays down his law to journos
But people will not by any stretch endorse his attempt to silence the fourth estate of this country in a bid to prevent people learning about corruption, misuse and abuse of power by this Government.
The main problem with the Rajapaksa government is that those who are running this country aren t professional. They do not understand the law, or the basics of international treaties Sri Lanka has ratified on human rights. They think that anything can be accomplished with the people s mandate. Such acts forced the international community to eject Sri Lanka

Ministry considers 4-day school week

Already I saw some countries are moving to this direction as temporary measures to cut-down fuel cost.

But, 1000s of village schools of SL are not having a big big relation with fuel consumption. In cities, case may be worthwhile to consider. Anyway, this is very complected issue.

This has nothing to do with LTTE.

Police suspect the grenade blast in Wellawatte may have been a result of an underworld clash. Two people died and at least 10 were injured in the explosion near a bus halt along the Galle road.

It is Sad civilians are killed.
