you are right, literacy in TN is almost 80% and not 65% as AnuD says, in Kerala it is 85 - 90%
Kerala and TN was part of Tamilakam with same ethnicity and race, and Chera empire used Tamil language. Then migration of Brahmins from North to Kerala caused the area to diverge.
Kerala has higher GDP / capita, but there are other problems like high population density (3 times higher than TN and rest of India), also high crime. Both TN and Kerala are among the 7 progressive states in India, whereas Northern states are regarded as backward states.
But Kerala is best for women :)

BAGHDAD, Iraq (CNN) -- A female suicide bomber killed two Iraqi troops Wednesday at an army checkpoint south of Baghdad, an Interior Ministry official said.
The U.S. military says women are being used more often in suicide bombings.
The female, who appeared to be in her teens, detonated an explosive vest, killing an Iraqi commander, a soldier and wounding four others, according to the official.

As far as I can remember, the reason for that had to do with the merits for the person who was offering the food to the priests rather than the food being vegetarian or not.
