Anyway, such works are more closer to helping war affected people and direct and planned development works
Why? I find that many international agencies are overdoing this - including through Tsunami Reconstruction. Special focus on those people alienates them. They have to be part of the general program.

But, without some peace, people cant trust on development, since investment is always at risk.
You develop people away from war. The two forces then compete. You have then developed People against war. You may lose money but you will gain more People.
BTW, your works in NE are only for Tamils..?
Or they are covering all communities..?
Any needy group. So far it has been more Tamils,Muslims and Sinhalese in that order. Sinhalese more in terms of my prayers and words of appreciation to an officer who demonstrates duty consciousness. With Tamils it is through visible outcomes - so others would feel motivated to join in. Tamils have earned my active participation more than any other group.

May be you are saying you dont want to see the war is stopping, and some level of development works are going on, while the war is preceding.
Helping affected people is always a good work.
yet, I think, peace is most important to get the real result of all level of development efforts (commercial, volunteer, or central government funded).
So, helping people, in war time is a good work. But, give and idea that stopping war is not necessary for development is not nice. It encourages the war. |

Tamils have earned my active participation more than any other group.
Its fair.
Tamils need more attention since most of them are living (NE) in less accessible areas. |

So, helping people, in war time is a good work. But, give and idea that stopping war is not necessary for development is not nice. It encourages the war.
Some profit from war. Otherwise we would not have war. To offset that profit we must have commercial activities at a profit. When you are neutral that is active peace. It is like racial equality as opposed to no racial distinction.
